Discretionary Use: Eastlink – 42.7 m High Telecommunications Tower

As a result of no commentary received by the City of Mount Pearl by the deadline listed in this notice, the following briefing session has been cancelled.

Discretionary Use

203 Commonwealth Avenue – Eastlink – 42.7 m High Telecommunications Tower

Tuesday, November 7, 2017 – 7:00 p.m. at City Hall

Telecommunications towers are regulated and reviewed by the Federal Government through Industry Canada. Industry Canada requires the proponent to seek public feedback through the public consultation process of the municipality in which a project is proposed. In the Mount Pearl Development Regulations 2010, a telecommunications tower is identified as a discretionary use within any use zone and thus requires public consultation prior to Council making a decision on applications for that use. Council’s decision is then forwarded to Industry Canada for their consideration.

The proposal consists of the construction of a 42.7 m high self-supporting monopole telecommunications tower with an anti-climb apparatus, obstruction light, concrete base, and 12 m x 12 m fenced enclosure in the rear parking lot of 203 Commonwealth Avenue. The subject property is located within a Commercial – Mixed (CM) use zone. The purpose of the tower is to extend improved cellular phone service to nearby users.

The public is advised that a briefing session is scheduled for 7:00 p.m., Tuesday November 7, 2017 to receive public feedback on a proposed telecommunication tower.

Prior to deciding on the application, Council requests that any person wishing to comment do so in writing. Comments must be received by the City no later than 12:00 noon, Friday, November 3, 2017. Should no submissions be received by the deadline, the City will cancel the briefing session. A response to this public notice shall form part of the public record. If you do not wish your name attributed to your comment, please advise the City.
