The City regularly posts any utility disruptions, construction notices, or other important notices on this page to ensure residents are informed. This includes, but is not limited to:

  • Traffic disruptions (detours, road construction, etc.)
  • Utility impacts (water shutoffs, power shutoffs, water main flushing, etc.)
  • Trails and open space disruptions (trail construction, playground notices, etc.)

Trail Closure – Arboretum Trail near Team Gushue Complex

The Grand Concourse Authority and the City of Mount Pearl will be upgrading a section of the Arboretum Trail, from the Team Gushue Complex to the point where it meets the T’Railway (behind Worrall Crescent).

Start date: June 23, 2026
Duration: 4–6 weeks
Time: Monday to Friday, 7 AM to 5 PM

What to expect:

  • Construction activity and equipment in the area
  • The trail will be closed to pedestrian traffic from 7:00 AM to 5:00 PM

What you need to do:

  • Use alternate routes during closure times
  • Follow all posted signage for safety

UPDATE: Commonwealth Avenue Lane Reduction

Timeline: Ongoing through the end of July 2026

Bell Canada has advised that work has resumed on the underground infrastructure that resulted in the lane reduction on Commonwealth Avenue, between the Whiteley Drive intersections. The lane is expected to reopen by the end of July 2026.

Traffic in the area will remain reduced to one southbound lane until that time. Motorists should expect delays and are advised to plan ahead, allow extra travel time, and drive with caution.

Temporary Power Outages and Schedule Changes – Jackman Drive

Timeline: June 2026

CANCELLED OUTAGES:

  • June 17, 2026 affecting odd-numbered homes from civic 55 to 71 on Jackman Drive
  • June 18 and 19, 2026 affecting odd-numbered homes from civic 37 to 53 on Jackman Drive have been cancelled.
  • Friday, June 26 from 8:00 AM to 4:00 PM affecting homes on the odd-numbered side of Jackman Drive from civic 27 to 35 and on the even-numbered side from civic 4 to 12

UPCOMING OUTAGES:

  • Tuesday, June 23 and Wednesday, June 24 from 8:00 AM to 4:00 PM: affecting homes on the even-numbered side of Jackman Drive from civic 28 to 40.
  • Thursday, June 25 from 8:00 AM to 4:00 PM: affecting homes on the odd-numbered side of Jackman Drive from civic 27 to 35 and on the even-numbered side from civic 4 to 12.
  • Monday, June 29 and Tuesday, June 30 from 8:00 AM to 6:00 PM: affecting homes on the even-numbered side of Jackman Drive from civic 42 to 54.
The outage is related to ongoing underground infrastructure work in the area which could also affect driveway access.

Wyatt Boulevard Detour – Now Open

As of Tuesday, June 23, 2026, the detour on Wyatt Boulevard, between Montclair Street and Tavenor Place, has been lifted.

Trail Closure – Castors Drive

The Grand Concourse Authority and the City of Mount Pearl will be upgrading a section of the Castors Drive trail.

New T’Railway Crossing Construction: Glendale Avenue and Commonwealth Avenue

Timeline: Monday, June 1, 2026, until TBD (Subject to change)

Construction work on Commonwealth Avenue will resume on Monday, June 1, 2026. Lane reductions will be in place on Commonwealth Avenue; however, through traffic will be maintained.

There may be travel delays during this work, so please plan extra travel time.

IMPORTANT REMINDER:

The section of Commonwealth Avenue currently being prepared is not yet a crosswalk. Until construction is complete, pedestrians should continue to use the existing crosswalk at Commonwealth Avenue and Park Avenue.

Asphalt and Concrete Repair Work

Timeline: 2026 construction season

As part of the 2026 construction season, the City has begun asphalt and concrete repairs, along with line painting, in various areas across Mount Pearl.
Traffic delays are expected in work areas. Please plan ahead, allow extra travel time, follow all posted signage, and drive with caution.

Construction: Tavenor Place

Timeline: Week of April 27, 2026 through June 2026

Construction will resume on the Water Tower Access Road and Tavenor Place upgrading project. Residents may notice an increase in heavy equipment; access to properties will be maintained.

Construction: Jackman Drive & Barbour Drive

Timeline: Tuesday, April 14, 2026 to late September 2026

Construction on Jackman Drive and a section of Barbour Drive, originally scheduled to begin April 3, will now begin Tuesday, April 14, 2026, as part of planned asphalt replacement and infrastructure upgrades.
As part of this work, Barbour Drive, from Richard Nolan Drive to Burgess Avenue, will be closed from Tuesday, April 14, 2026 to Tuesday, April 21, 2026.

DUE TO CIRCUMSTANCES WITH UNDERGROUND INFRASTRUCTURE, THIS DETOUR HAS BEEN EXTENDED. THE DETOUR ON BARBOUR DRIVE WILL BE IN PLACE UNTIL END OF DAY ON FRIDAY, APRIL 24, 2026.

Residents and motorists can expect detours, traffic delays, and occasional service disruptions throughout the project, which is expected to continue until late September.

Temporary Road Closure – Commonwealth Avenue/Robert E. Howlett Memorial Drive

Timeline: Wednesday, March 25, 2026 to July 31, 2026

Please be advised that Commonwealth Avenue, from the Old Placentia / Brookfield Road intersection to the Robert E. Howlett Memorial Drive / Ruby Line intersection, will be temporarily closed to traffic from March 25, 2026, to July 31, 2026, due to ongoing Team Gushue Highway extension construction.

This closure includes the Pitts Memorial Drive ramps within the affected area.

Motorists are advised to use alternate routes during this period.

Construction: Second Water Tower & Site Upgrades

Timeline: Monday, March 9, 2026 until November 2026 (subject to change)

Work on the addition of a second water tower and upgrades to the existing tower site will begin with rock‑busting beginning on Monday, March 9, 2026. Residents of Tavenor Place can expect increased construction activity, noise, and intermittent vibration in the area. Other impacts are expected to be minimal.

Please exercise caution when traveling near active construction zones and follow all posted signage.

Construction Notice – Mount Carson Avenue/Wyatt Boulevard

Timeline: September 2, 2025 – Construction Season 2026

Please be advised that the City will be conducting construction in the Wyatt Boulevard and Mount Carson area will continue throughout the remainder of the 2025 construction season and will resume in spring 2026.

While school bus routes are not affected during this work, residents should expect traffic delays. Please plan ahead, allow extra travel time, and drive with caution in the area.

Jackman Drive Construction

Timeline: August 2025 – Early 2027 (Subject to change)

Please be advised that construction work on Jackman Drive will begin in August 2025 to upgrade the road and underground utilities. This work includes replacing asphalt, installing new sidewalks, improving accessibility with new curbs and ramps, and upgrading the underground water, sanitary, and storm systems.

As part of the project, a temporary overhead power line and poles will be installed to allow crews to safely upgrade water and sewer infrastructure. In some cases, crews may need to access electrical infrastructure on private property. Planned power outages will be necessary, and residents will be notified in advance. Newfoundland Power will be on site starting Monday, August 18, 2025.

New Community Centre Construction – Team Gushue Complex

Timeline: July 2024 to 2026 (Subject to Change)

Please be advised of increased traffic and the use of heavy equipment at Team Gushue Complex as work commences on the construction of a new community centre at the site of the former Smallwood Arena.

While we understand that construction may cause temporary inconvenience, we are committed to minimizing disruption:

Please be mindful of construction zones and adhere to all posted signs and barriers.

Some areas of the sports complex may be temporarily inaccessible. The contractor will provide clear signage and alternative routes to ensure access to the baseball and softball fields, soccer pitches, and the skate park.

We appreciate your patience and understanding as we work diligently to complete this project as swiftly as possible. We are confident that the new community centre will be a cornerstone for our city, bringing long-term benefits that far outweigh the temporary inconveniences.

Mount Carson Avenue and Kenmount Road Intersection – Construction

Timeline: Starting October 18, 2023, and ongoing (Subject to Change)

Please be advised starting on Wednesday, October 18, 2023, there will be a construction project at the intersection of Mount Carson and Kenmount Road. While there should be minimal traffic flow delays, please be wary of construction workers, impacts to traffic, such as stop-and-go traffic, and restrictions to driveway access.
