Notice of Public Hearing: Mount Pearl Municipal Plan Amendment No. 27, 2024 and Mount Pearl Development Regulations Amendment No. 75, 2024 (912-928 Blackmarsh Road)
Mount Pearl City Council adopted Mount Pearl Municipal Plan 2010 Amendment No. 27, 2024 and Development Regulations 2010 Amendment No. 75, 2024 on March 10, 2026.
These amendments propose to:
- Redesignate land at 912–928 Blackmarsh Road from Mixed Use to Residential
- Rezone the same area from Commercial Mixed Use to Apartment Use
These changes would enable the development of 51 rowhouse units, consisting of 9 quadplexes and 5 triplexes.
A Public Hearing to consider objections and representations on these amendments will be held:
7:00 PM on Thursday, April 9, 2026
Council Chambers, Mount Pearl City Hall
3 Centennial Street, Mount Pearl, Newfoundland and Labrador.
If no written feedback or notifications of intent to attend are received by noon, April 7, 2026, the Public Hearing will be cancelled, and a cancellation notice will be posted on the City’s website.
Anyone wishing to provide feedback at the Public Hearing shall submit two (2) copies of a signed written statement outlining the objection or representation no later than noon on Tuesday, April 7, 2026. Written responses will form part of the public record. If you do not wish your name attributed to your statement, please advise the City.

Should no feedback be received by the deadline of April 7, 2026, the Public Hearing will be cancelled and a notice of cancellation posted to the municipal website.
The adopted Municipal Plan and Development Regulations amendments may be inspected during normal business hours at front reception at Mount Pearl City Hall, 3 Centennial Street, Mount Pearl or at heymountpearl.ca/blackmarshroad.
